Fujian: Sales of New Energy Vehicles (NEVs) to Account for Over 20% of New Car Sales by 2025 (2)

In terms of energy conservation and emission reduction in transport and logistics, the government aims to facilitate, in an orderly fashion, the construction of a variety of infrastructure, including charging and battery-changing stations, refuelling (gaseous fuels) stations, hydrogen refuelling stations, supporting power grids, and power facilities needed at ports and airports. To continue with its push for a Power-Driven Fujian, the southeastern province will increase the proportion of NEVs used in urban public transport (including taxis), logistics, and city cleaning. The government also looks to promote the use of environmentally-friendly packaging materials within the whole courier service industry. As part of this initiative, e-commerce businesses and delivery companies will be led to use parcel packaging products that have been certified for environmental friendliness. The use of slimmer tape, recyclable transit bags, recyclable courier boxes, and standard recycling units for discarded packaging materials will also be encouraged. The aim is to switch to more environmentally friendly parcel packaging materials, reduce their consumption, and increase their recyclability. As part of the government's environmental push, the National VI emission standards for automobiles and the National IV emission standards for off-road mobile diesel machinery will be put in place across the whole province. Vehicles designed to meet the National III emission standards or lower will be phased out. Then there is the Clean Diesel Programme, which will be fully implemented and, among others, encourage drivers to abandon their old heavy-duty diesel lorries for new ones. By 2025, the sales of new NEVs are expected to account for more than 20% of the total sales of new vehicles. And the carbon dioxide emissions per unit of transport circular flow of business vehicles will fall by 5% compared with that in 2020. 


To improve energy efficiency, public institutions are encouraged to take the lead in replacing old vehicles with NEVs. Any new vehicle they purchase, be it an addition or a replacement, must be in principle a NEV. Efforts will also be made to ensure that existing and newly built car parks have their own charging stations, or that newly built car parks make preparations so electric vehicle supply equipment can be readily installed later.
