Fujian: Sales of New Energy Vehicles (NEVs) to Account for Over 20% of New Car Sales by 2025 (1)

By 2025, the amount of energy consumption per unit of the province's GDP shall have fallen by 14% from that of 2020, the total energy consumption of the province shall have been controlled at a reasonable level, and the energy utilization efficiency of key industries and major pollutants emissions shall have become comparable to those in developed countries, a plan issued by the People's Government of Fujian, which is titled Fujian 14th Five-Year Plan for Comprehensive Work of Energy Conservation and Emission Reduction.


In order to reach these goals, Fujian is investing resources and carrying out ten major energy conservation and emission reduction projects, i.e. the Key Industries Go Green Project, the Energy Conservation and Environmental Protection Upgrade for Industrial Parks Project, the Urban Green Energy Conservation Remodelling Project, the Energy Conservation and Emission Reduction in Transport and Logistics Project, the Project of Energy Conservation and Emission Reduction in Rural Areas and Agriculture, the More Energy Efficient Public Institutions Project, the Pollutants Reduction in Key Fields Project, the Clean Efficient Utilization of Coal Project, the Comprehensive Control of Volatile Organic Substances Project, and the Environmental Infrastructure Upgrade Project. 


As far as the Go Green initiative is concerned, by 2025 all local steel plants must have basically completed remodelling for ultra-low emission, with those in Fuzhou, Sanming, and Zhangzhou required to complete the task one year in advance. 


In upgrading energy conservation and environmental protection in industrial parks, the government plans to quicken the pace of helping local industrial enterprises to retreat from the city and settle down in industrial parks, where in principle, new industrial projects in key areas must also go to. Sewage in industrial parks is to be reduced and turned into resources. The government wants to ensure that by 2025, all industrial parks at or above the provincial level will have become a "Zero Direct Sewage Discharge Zone". It is planned that with government support, by 2025 the province will have a number of model industrial parks in energy conservation and environmental protection, and that all industrial parks at or above the provincial level that can afford the cost will have had themselves remodelled to introduce a recycling system.
